Completing your Baby's LTVP Formalities (Newborn Filipinos in Singapore... Now what? - Part 3)

This is the last post regarding of the "Newborn Filipinos in Singapore... Now what?" articles.

At last, this is the homestretch. Weeks of patience and hardwork now pays off as your child finally gets his new Long Term Visit Pass (LTVP).

That is, of course, assuming your application was approved.

While waiting for the approval...
The review of your child's LTVP application usually takes between two to three (2-3) weeks. During this waiting period, it is best to get the following ready to avoid the cramming:

  1. Your child's passport picture. Kids grow faster than you think, so any picture you had of your kid on hist first or second month will probably won't be accepted anymore. It should be standard passport size, with white background.
  2. The sponsor's letter/certificate of employment. In case you lost the first one -- or the date is more than 3 months -- get a new letter. I don't know if the date would actually matter, but it's best if you have the latest one anyway. or if you are self-employed, your valid Business Registration certificate issued by the Accounting and Corporate Regulatory Authority (ACRA).
  3. The Sponsor's Income Tax and CPF contributions. You don't actually need them now, but you should know how to get them online quickly. You should already have a SingPass to make your life easier. You are required to give the most updated copies of these later.
The above, in my opinion, are the more troublesome things to get if you're cramming. The other documents are easier to obtain, since you have submitted them earlier anyway (i.e., educational attainment, marriage certificate, birth certificate). Hopefully, you did not lose any of these! Anyway, just check the complete checklist of documents below and get whatever's needed right away.


Got the approval! Payment and Setting Appointment.
You should either via email or if you check the status online that the application is approved in principle. The letter goes something like the following:
Your application for Visit Pass (long term) is approved in principle. Please make payment within 2 weeks from the date of this notification; otherwise your application will be treated as withdrawn. Please click here to make payment for your application.
The link actually takes you to the ICA LTVP Login page https://ltpass.ica.gov.sg/eltsvp/enquiryLogin.do. Payment is the same drill as before: login using you and the applican'ts credentials, then click on the Enquire Status/Make Payment Link. You should get your In-Principle Approval, which is valid only for two weeks. You need to pay in order to change this to approved.

My suggestion is to pay right away as soon as you receive the notification. You can only schedule your appointment for the completion of formalities AFTER you make the payment. In case you're not familiar, ICA only has limited slots per day. (In our case, the earliest available (not fully booked) date was two weeks after we got the notification. So, like stated above, it is best to do this early.

Once that is done, you should receive another email that your application is now approved. You should login again to LTVP (for some reason, after making the payment, you are booted out of the ICA system. Don't know why.), and follow the instructions for setting the appointment.

Aside from that, you should also see links to your notification letter and to the form you submitted earlier (aka filled up/submitted Form 14), and the terms and conditions of issue of LTVP. Print those.

Documents for the Formalities for LTVP Issuance
So here's the checklist of what you should prepare. This list is included in the notice of approval. (Note: for the list below, sponsor is you or your spouse -- whoever was the sponsor when you submitted the application earlier, no switching! The applicant is your baby.)
  • Printed notification letter of approval. (The one with the barcode);
  • Applicant's passport. Include photocopy of the passport particulars. Include also the special extension letter attached to your child's passport, aka Form 18. (Remember, applicant should have a valid stay in Singapore, so this is important.);
  • Form 14 -- the form which you submitted online. Sign on behalf of your child, just indicate that you are the father/mother. Then, of course, the sponsor should also sign on the space provided;
  • Applicant's passport picture;
  • Applicant's birth certificate plus photocopy;
  • Sponsor's marriage certificate (or divorce papers, custody papers and/or spouse's death certificate, whatever case applies to you) plus photocopy;
  • Sponsor's Income Tax Assessment for the last three years plus photocopies;
  • Sponsor's monthly CPF contribution history for the last 12 months plus photocopy;
  • Sponsor's latest letter of employment (with date of commencement, desgination, and salary per month) or Business Registration Certification from ACRA plus photocopy;
  • Sponsor's highest educational attainment plus photocopy;
  • Applicant's DE card.
The terms and conditions of issue, you may bring along and sign in behalf of your child. When we got there, though, the officer took it and just tore it once she found the Form 18 attached to the passport. Just bring it along. :)


Date of Appointment
Bring your baby crew with you; baby needs to make a personal/physical appearance to the immigration officer. I suggest you go there such that you arrive much earlier than your appointed slot. No problems if your early; possibly bad problems if you missed your slot.

Just go to ICA, either go to the kiosk 3 at level 4 (for barcode scan) or to the officer (manual entry) to get your queue number. Your queue number indicated that you wait in front of Counters 23 to 30 (although we ended up being called at Counter 33). Waiting time is about 20 to 30 minutes, depending on the number of people ahead of you. Once called, just submit each of the documents that the officer asks you to provide.

After the submission, you need to wait for 15 to 30 minutes in front of Counters 19 and 20, where final checks will be done and your kid's laminated Long Term Visit Pass will be issued. Finally!

And that's that. Finally, after three months, your baby's papers are complete and has a valid stay in Singapore. Yipee!

    First, you need your SingPass to be able to access all SG government websites.

    Then, simply login to the IRAS website for your income tax and the CPF website for the CPF contributions.

    Also, the hardcopy of your Notice of Income Tax Assessment should have been mailed to you from IRAS as well. You can just photocopy those.

    I have a question. Kasi my husband-to-be and I are considering that I will deliver here in SG. Both of us are S-pass holders. Possible po ba ma-extend yong 42days n stay ni baby?pra makapiling pa namin?Thanks for the info. Great blog!

    I think regardless of the current Visa status of the parents, the Philippine Embassy should have no problem issuing the extension, as long as the parent/s is/are still here before the 42-day extension expires.

    Anyway, just to be sure, you can always check the Philippine Embassy in Singapore to be sure.

    Haven't been there in a while, so I'm not sure if there are any changes to the process.

    A little update though. We applied LTSVP for our baby in Dec 2011 and completed the formalities in Jan 2012. The baby never needed to be present in ICA. Guess this makes things easier for everybody involved :)
